Shanghai, To-day.

A sensation was created here when the Nantao Court announced the indict- ment of Marquis 1 and Chen Fu-mu, deposed man- ager and superintendent res pectively of the China Mer- Navigation chants Steam Co., held on charges arising out of agreements with the China Realty Company.

Five local Chinese banks. allegedly have received de- posits of 700,000 tnels from Chen, equivalent to the sum paid for sunctioning the agreements.

Chen also is alleged to have deposited money under several fictitious names.

The court charges both men with unfaithfulness in the execution of their duties and infringement of Chinese navigation rights.

Marquis Li is still in hos- pital awaiting the trial. Chen's movements so far are a mystery.

CONGRESS VIEWS UNCHANGED.

Washing, To-day.

President Herbert Hoover will not take any steps to facilitate the discussion of the war debt issue, as Great Britain has requested...

By way of explanation, the President declared that he felt no need for immediate action, according to a state- ment made by a responsible official.

President Hoover,

The President said he felt it would be "futile to review the debt situation without the approval of Congress, whose temper was still the same as it was before the crea tion of the Debt Commission..
