Pointing out that the estimates of the Legislative Council were based upon two essential elements, a value of d. For the dollar and a surplus funds, minimum of $10,000.000 the Hon. E. R. Hallifax. Colonial Secretary, moved first reading of the Bill Introducing the Colony estimates for 1933, at the Legislative Council Meeting on September 22.
The Colonial Secretary pointed out extreme the advis- ability of avoiding additional taxation.
Should the Hong Kong dollar fall below 1⁄2, means have heen reserved, the Colonial Secretary declared, for retrench- ing expenditure without distributing the balance of the budget, as laid Before members. A full report is given in the OVERLAND CHINA MAIL.
A racing sensation was caused on September 26 when the Hong Kong Jockey Club announced that Champagne Bay, winner of the last race on September 24 at Happy Valley, had been disqualified.»
Following the protest lodged by Mr. S. W. Pan, the Shanghai jockey, who rode Wonderful Stag, the second horse in the race. the Stewards held an inquiry at; 12.45 p.m. The proceedings were in camera and the reason for the decision was not announced. It is understood, however, that Mr. Pan's protest concerned the riding tactles of Mr. 1. Reidy, Jockey of the winning horse, Champagne Bay is owned by Messrs. Dunbar and Reidy.
A further sensation was caused when it was announced on September 28, that Mr. Reidy, the jockey," had been suspended for a period of one year. A full report is published in the OVERLAND CHINA MAIL.

Captain Wolfgang Von Gronau, famous German air are, accompanied by a co-pilot, a radio man and a mechanic, arrived in the Colony on September 25 in the afternoon, landing safely at the Kai Tack Aerodrome, Kowloon City, Capt. Von Gronau, who is on a projected world flight, sue- cessfully crossed the Pacific from Alaska via the Aleutian Islands. During their brief stay here, the party called at Government House, and were the guests at a reception given by the German community at the German Club. They departed on the morning of September 27. The magnificent new building of the Kowloon Cricket Club was declared open by Mrs. W. T. Southorn, the wife of His Excellency the Officer Administering the Government, on the afternoon of September 25, in the presence of a Large gathering of members and their friends Mrs. Southorn opened the door of the new building with a pre- sentation-key, given to her by Mr. R.
