A little more than a year ago, we concluded an article in Engineering on the then situation of the St. Lawrence Waterway project with. an expression of the hope Ottawa and Washington would "continue their discussions under the friendly auspices of the chiefs of the respective Governments," and wish them "a happy issue of their labours." Recently this wish had its fulfilment in the signing of the St. Lawrence. Waterway Treaty between the two nations.!
