Mystery surrounds this reported suspension. It is not known whether it is a voluntary act or or- dered by influential quarters.
Japanese authorities are not perturbed by the announcement that 70 Chinese guilds intend to start an economic blockade of Japanese business and consider the assurances of Mayor Wu a suf- ficient guarantee to regard the guilds' action as mere bluster. But if the Mayor fails to suppress the illegal activities, the Japanese reserve the right to review the situation.
