Persistent rumours of early Japanese military action in Shang- hai, an outgrowth of the continued reign of terror by secret so- cieties seeking to widen the boycott's scope, have thrown the city into a state of alarm which borders on 'panic.
Merchants are even more concerned over the spreading in- fluence of the boycott organisations, which the Nanking Govern ment promised to suppress. These bodies, working in secret, are rapidly producing a situation similar in every respect to that which preceded the Sino-Japanese clash here during last January, Feb- ruary and March,"
Terrorist methods to enforce the anti-Japanese boycott, playing a major part in the new movement of intimidatory tactics, have reached such a phase that local merchants no longer can conducti in safety their normal trading operations.
An elaborate espionage system prevails. Merchants are in constant fear of misrepresentation, àccusations from enemies who brand them traitors, and the vengeance of the terrorist.
SHOP IS BOMBED,
An unknown man hurled a hand grenade through a bookshop door to-day, injuring the Chinese assistant there, and making a havoc of the interior. The reason for the outrage is unknown. There are some who take this opportunity of settling personal grievances, under cover of a plea of patriotism.
The community as a whole has become increasingly restive with the persistent rumours that the Japanese themselves are contem- plating action of some sort, in spite of the assurance of the Con- 'sulate-General that Japan would not use force to stop the boycott, and would not molest Chinese unless they were themselves first at- tacked. This general uneasiness has had its effect upon the money markets and the situation is growing in seriousness. Business is stagnant, and losses have been large.
