Shanghai, To-day. A gallant chauffeur who refused to obey the ultimatum of five armed kidnappers in French Town, but slamed his automobile door in their faces was shot and killed in cold blood, after which the men kidnapped the fifteen-year old son of Mr. Ma Chang-san, a wealthy curio dealer, whom the chauffeur had tried to defend.
The victim, accompanied by his brother, was leaving his house en route for school when the out- laws surrounded their motor car. The leader demanded the chauffeur to desert the wheel, which he refused to, whereupon he was shot through the heart and instantly killed.
The gang smashed the glass with their pistol butts, opened the door from the inside and d agged out one boy whom the robbers bustled into their own car and decamped.
The boy's father, on hearing the shot rushed out and found the dead chauffeur and the other child.
It is noteworthy that the kidnapped victim was abducted eight years ago and detained for two months before his release.

FORTIFYING THE PACIFIC.
Washington, Yesterday.
A navy "strong enough to keep the United States out of war was demanded-by-Senator Q. M. Hale at a sitting of the Naval Commission of the Senate to-day when he opened his cam- paign to pass a Bill authorising the building up of the navy to the treaty limits. He added that the passage of the Bill would strengthen the hands of the United States delegates at Geneva.
Referring to the "melancholy spectacle in the Far East," Sena- tor Hale said: "Treaties in which we placed such implicit trust have utterly failed in their im- mediate effect, and with their prestige damaged, they cannot be relied on with any degree of safety in the future.
The United States navy to-day was far weaker relatively, than before the Washington Confer- ence, he said.
