A threefold programme for the world's econo- mic recovery, namely disarmament, a settlement of Reparations, and the restoration of silver to the place it occupied before 1925, was outlined in a crowded Senate to-day by Senator W. E. Borah, who expressed the opinion that a return of world property was otherwise impossible.

He concluded by asserting that if the United States threw its influence behind the movement to restore silver it would succeed.
