New York, April 23.

At to-day's opening of the New York Stock Exchange, the market ruled irregularly lower but leaders later rallied, says the daily review of the Dow Jones Financial News Agency for the Wall Street Journal. The list closed irregular, with leaders tending somewhat higher.

The principal incentive toward the higher movement was an an- nouncement from the steel industry that production in the Youngstown area had increased to 30 per cent. of capacity.

An announcement by the Federal System headquarters at Washington said that there had been only 45 bank failures throughout the Unit- ed States during the month of March, as against 122 for Febru- ary and 342 for January.

It was also announced that the SETTLEMENTS situation which had caused a slight URUGUAY

increase in hoarding had now been, eliminated.
