At the present moment the con- dition of the Press in Britain is lower than it has been within living memory. In almost every newspaper office there is an at mosphere of uneasiness that has never been known before. There is hardly a journalist who feels any sense of security. With the exception of a few papers, the number of which could be count-ance, ed on the fingers of one hand, there is not a newspaper office where a sense of moral respon- sibility towards public interests predominant. This state of things has grown up in the last four or five years, it is becoming general and it is rapid ly developing.
