LITTLE DANGER OF CLASH.

London, Yesterday. In spite of disquietening reports of Russo-Japanese tension in North Manchuria, the Japanese Government is taking a calm view of the situation and do not anticipate any serious development.

Owing to the presence in Manchuria of numbers of persons of different nationalities of the adventurer type... with axes to grind all kinds of wild rumours are circulating, but these are mainly discountable, while the Soviet's suspl- cions of Japanese intentions appear as unfounded as Jap- anese suspicions of the Soviet.

The fact that Tamon's Second Division Is leaving Har- bin to-morrow and returning to its peace station at Lino- yang appears to indicate that Japanese military authori ties are satisfied that there is little danger of a clash with the Soviet.-Reuter.

When the Minister for Education (Sir Donald Maclean) presented his department estimates in the Commons to day, he said that they provided for Exchequer expenditure _of_£42,892,676, which shows an economy of £5,500,000..on last year. In 1906 the estimates were about £12,500,000. With the summs raised from rates by local Education Authorities there is about £100,000,000 for educational purposes in Great Britain - more than half the total -National Expenditure for the year before the War, He doubted whether there was any country in Europe to-day whose Budget contained so generous a provision for educa- tion.
