PESSIMISTIC ATMOSPHERE

Shanghai, To-day, Pessimism pervades the atmosphere in the Conference Chamber, in spite of a new Japanese Concession in the shape of a withdrawal of their forces to certain definitely bounded areas.
The Chinese authorities, while welcoming the concession as a progressive step, state that it fails to meet the positive demands as to the time limit of the withdrawal into the Settlement and adjoin- ing roads.
PERMANENT OCCUPATION?
The Japanese Military spokesman declared that if the Conference fails "We may never with- draw our forces," adding that the Japanese were prepared for any contingencies, and even hinted at permanent occupation if the concessions were rejected.
