AN OFFICIAL HISTORY OF THE PRESENT TROUBLE
STEADY GROWTH OF SPIRIT OF HOSTILITY.
Chronological Record of Facts.
Following is the report of the Committee appointed under the auspices of the League of Nations to inquire into the events in Shanghai and its vicinity. The report traces the history of the present troubles and the aggra vating circumstances that led to the breaking out of open hostilities.
No particular blame is attributed to either side, the report being a bare narration of the events as they developed. The report is the first of its kind and will be followed by others dealing with subsequent events.
The Committee was presided over by Count Ciano di Cortellazzo, Italian Charge d'Affaires and had as its mem- bers the Consuls-General of Great Britain (Mr. J. F. Brenan), of France (M. Koechlim) with Mr. E. S. Cun ningham, the United States Consul-General, acting as observer. This is the report to which Sir John Simon rc- ferred in his Statement in the House of Commons last month.
