Forty Million People Affected.

HARVEST FAILURE,

Riga, Yesterday. Forty million people are affected by the failure of the harvest in various parts of Russia and require relief, according to an official report from Moscow.

The despatch of a million tons of grain, decreed last month to the dis- treased districts, has been slowed

up, owing to the railways being unable to cope with the traffic, also because of the reluctance of the districts, unaffected by distress, to relinquish grain-Reuter.
