A sensational allegation, that Germany was preparing a powerful army in spite of the Treaty of Versailles was made in the Chamber to the Foreign Affairs Committee by General Bourgeois and Monsieur Eccard, members of the Senate Commission entrusted to report on armaments.

General Bourgeois declared that Germany was organising her indus- try and armaments on parallel lines which permit of the
