It is understood that the National Government will short- ly appoint a Commission of Ex- perts to draw up detailed plans for the carrying out of the reso- lution adopted by the 1st Plen- ary Session of the 4th C.E.C. calling for the utilisation of for- eign capital and foreign experts in the economic reconstruction of China. The proposed Com- mission, it is further understood, will be composed of experts in industry, agriculture, railways and water conservancy.

It is also learned that the new Minister of Railways will submit. a comprehensive programme for the construction of a network of new railways in China. This programme has been formulated in accordance with the "Plan for the Industrialisation of China" of the late Farty Leader, Dr. Sun Yat-sen.
