President Hoover Suggests Plans.

"Washington,, Yesterday. That the Treasury will have to face a deficit of $4,400,000,000 at the end of the next fiscal year, unless taxation is increased and expenditure cut down, is the gloomy prospect to be envisaged in President Hoover's message to Congress on reassembly to- day.

President Hoover's proposals are to be headed by plans for a huge federal finance reconstruc- tion corporation to which the Treasury should be authorised to subscribe reasonable capital. The corporation is to issue its own debentures and be liquidat- ed at the end of two years. Its functions will be to facilitate American agencies for exports and make advances to agricul- tural credit agencies and estab lished industries, such as railways and financial institutions.--Reu- ter.
