SOCIAL EVIL.

Will Abolition Improve Conditions?

BEWARE OF PITFALLS.

(China Mall Special.) Now that the Government has decided to close down all licensed houses of ill-fame within a specifié period, it will be interesting to watch how total abolition will affect Hong Kong.

Licensed vice is certainly no cre- dit to any government, and the nows that a sweeping out process would be made must be acclaimed with gratification by all responsible mem- bers of the community. But be- fore we offer a word of thanks, let us ponder the problem carefully. We must not allow our eagerness to warp our good sense of reasoning. We must ask ourselves the ques- tions: Will abolition improve can- ditions? Can this evil be eradicat- ed? Will it be safe for our young wives and grown up daughters to venture out after dusk? What sort of neighbours are we likely to get after these licensed houses are closed?

Until abolition is tried and al- lowed to prove itself, I fear there. can be no satisfactory answers to these questions. All I can say at this juncture is that the scheme was tried out in 'Shanghai about nine years ago, and it failed dismally.

Known as the oldest profession, this trade in "human flesh" (as the Chinese call it) is a necessary evil, land in to stay with us no matter where and how we are situated. In cities such as London, where licensed houses are not countenance ed by the authorities, the streets at night are literally thronged with street-walkers.

The Chinese assert that without prostitutes there can be no próg perity in any city. This economic aspect need not come within the purview of this article. But can we truely and frankly say that abolition of this evil, if it can be abolished, will make conditions bet ter? I say no.

Visit from Miss Ida Hoyt Chamberlain.

HELENA MAY INSTITUTE.

The fortnightly musical fixture at the Helena May Institute on Thurs- day, December 17, at 5.30 will tako the form of a vacal recital by Miss Ida Hoyt Chamberlain, who is com- Ing from Canton for the purpose.

Miss Chamberlain is well known; in New York, Washington and other cities of America, not only as singer, but as an author and com- poser. At the age of 25, she wrote and composed a light opera, which was produced at the Lyric Theatre! on Broadway. The light opera was called "Enchanted Isle" which was described in the New York papers: as a "musical treat," "an entertain-i ment bordering on the delightful," and as containing "at least a half dozen possible successes among its score or more of musical numbers," Many of her American songs have been broadcast there, and the has given many lectures on musle. Ac- cording to one critic, "In addition to her unusual ability as a com- poser and pianist, she has a rich so prano voice of rare quality and sweetness which, combined with her brilliant musicasgifts, makes a mostį attractive personality."

Her Hong Kong programme con- sists of songs in English, French, and Italian, including two of her own compositions. She will be ac- companied by Mr. A. W. Bowes- Smith, who will also give two piano] Bolos.

Tickets, at the usual prices for these concerts, are obtainable from the Secretary of the Institute.
