China's Affliction.
It is all to the good that the recent calamities in China should attract great attention in the Press in Great Britain and ovokę expressions of universal sympathy from the League of Nations in Geneva. It was long ago-pemarked that the destruc tion of a million people in China affects us less than the death of a person at our own doors. But even those least interested in Chinese Affairs may well be con- cerned by the appalling series of disasters by which China has been visited in recent years, not only on the humanitarían ground that the awful misery of millions. of human beings/should touch the most callous heart, but because China's misfortunes are. In some measure the cause of ours, and may yet be the cause of more.. The long series of civil wars has torn the Chinese nation into incoherent fragments. Though there has been a supreme cen- trai Government in Nanking. it is flouted to-day by the recently created rival Government in Can- Lon and may be opposed any day by fresh "rebel" factions in the North. The worse feature, of course, of these civil wars is not so much the actual fighting as the fact that they exhaust the re- sources which China, sorely needs to consolidate and develop and; still more, that they have broken down law and order over great areas which are now, devastated by hordes of desperate bandits and Communists.

tions for their own sordid ends.
