In addition, the Committee sug- gested that light buoyant apparatus should be provided, which will float in the sea and provide persons with something to which they can cling, if, by reason of the rapid sinking of a vessel, it has been impossible to get them away in the boats.
The conference also considered, among other questions, the follow- ing two:
(1) How far are Eastern people willing to pay more than they are paying at present to receive in re- turn more space, more service, more safety from sufficient Hfeboats), but only the same transportation?
(2) How much, should Govern- menta insist on their nationals pay- ing for extra safety and comfort when they are satisfied with pre- sent conditions?
