Berlin, Yesterday, President Hindenburg has signed an, emergency decree amending the Press Law under which the Prussian Government last week forced newspapers to publish an anti-plebiscite mani- festo

Henceforth, any such publica- tion. is enforceable only if sanc- tioned by Government and Reich and must not exceed five hun- dred words.

Raubs, which yesterday. had buyers at $36.50, were the medium of sales at the advanced quotation of $42.50, buyers offer- ing $41,

Providents were reported sales at $6.20.
