NORTHERN PLOT.

NOTORIOUS LEADER - STAGES RETURN TO POWER.

CHANG TSUNG-CHANG.

Tokyo, Saturday. The former Military Governor of Shantung, Chang Tsung- chang, who has been living in Beppu, Japan, booked passages to-day for himself and 25 mem- bers of his retinue on the s.8. Harbin Maru, which is due to sail from Moji for Dairen on June 8. -Reuter.

White Harem.

Some significance may be at tributed to this latest move of Chang Tsung-chang, who is one of the last of the Northern lend. ers who fell before the National Government when it took Peking, thus unifying the North.,

Born in 1881, he is a native of Shantung Province, of which he wns Military Governor from 1924-28. He was at that time known as "the-Smuggler General of Shantung," and possessed a harem of 80 wives or concubines, some of them Russians and other white women. From 1918 to 1922 he was Divisional Comman- der, of the army in Kiangsi and in 1924 Occupation Commission- er of Suiling, Kirin, later com. manding the Fengtien 1st Army.

Fled to Japan.

He endeavoured to re-conquer Shantung in March, 1929, but was defeated, fled, and took re- fuge to Japan. It is thought that his present move is to attempt to return to favour with Chiang the Kai-shek, or else to enlist support of the Southern factions! by using his influence with his former colleagues in the North.
