The views of shipping authori- ties as to the policy that should be followed by the United States Gov-1 ernment with regard to the activity! of the merchant marine in time of the War to war were outlined Palicies Commission by Mr. Philip A. S. Franklin, president of the International Mercantile Marine Hamer L Corporation, and Mr. Ferguson, president of the New- port News Shipbuilding and Dry Dock Co.

Submitting a proposal recom- mending the requisition of all ships above 2,500 tons deadweight, Mr. Franklin, who was chairman of the Ship Control Committee during the war, declared that this was the only fair way of preventing some shipowners from reaping huge profits. Changes In Design.

Mr. Ferguson, following Mr. Franklin, pointed out the time wasted during the past war in the construction of vessels casioned by the delay in drafting the design plans. In suggesting that the commission recommend the policy of drafting plans from year to year as the ship designa 'change, Mr. Ferguson said that if such

He opposed a plan calling for the continued construction of 10.000,- 000 tons of ships. declaring that such a programme is costly and ex- pensive because of the changes in ship design.

He said that he did not believe that the burdens of war can be equalised nor the excessive proste eliminated, but added that the best way to minimise the pro- fits in through taxation.

Mr. Franklin outlined his sugges- tions to the commission as follows: "The day war is declared all ships ever 2,500 tons deadweight suitable for deep sen trade should be requi sitioned by the United States Ship- ping Board;

"Such ships as are required by the United States Navy in connec- tion with its operations should be turned over to the United States Navy to be handled as navel trans- norts.
