The Filipino steerage passenger charged with the murder of Mr. John Harrison, on the high seas, aboard the R.M.S. Empress of Russia, in February last, pleaded "Guilty," on his appearance at the Assizes, but after some discussion it was ordered by the Court that a plea of "Not Guilty" should be entered. Counsel in the case were divided in opinion as to the precise nature of prisoner's admitted insanity, expert medical evidence, it was stated, having been taken on both sides. The OVERLAND CHINA MAIL contains a full account of the opening stages of the trini.

Proposed revision of the percentage of assessments in tenements, payable as rates, is indicated in an official motion to be brought before the Legislative Council. The effect

of the motion, if passed, it is considered, will tend to equatise the burden of assessed taxation in the Colony. The OVERLAND CHINA MAIL gives an extract of the official motion, pointing out at the same time what may be con- sidered to be its effect.
