All our international arrange- ments have been made on the basis of the Balfour Note, which declared that we would ask for no more than we had to pay on behalf of others for whom we had given a guar antee. America, as the greatest creditor nation, seems to be natur ally marked out as the one from whom suggestions for equitable readjustment should originate.
