THE CHINA MAIL.
At a sitting at the Board of Trade of the Committee which is inquiring into the Coastguard system. Admiral Sir George P. W. Hope (chairman) prosided, and there We.'e present Mr. Robert F. Bell, Sir Osborn G. Holmden, and Mr. James Milne, with the secretary (Mr. W. J. Killinback).
Evidence was given by Mr. G. F. Shee (secretary of the Royal National Life-Boat Institu tion) and Captain E. D. Drury (Chief Inspecter of Lifeboats. R.NL.L).
Mr. Shee, in his memorandum. stated that the painful impres sion created by the loss of the Islander, accompanied as it was by the death of several well- known men, aroused considerable anxiety in the public mind as to the efficiency of the present A re- coast-watching, system. port was called for by the insti- tution with regard to the eases in which complaints had been made of the efficiency of the const- guard system since it was taken over by the Board of Trade, in April, 1923, and this report was produced at a meeting in October.

Though, in practice, the informa- tion was generally given both promptly and accurately, it would be seen that there was a duality control which could not be con- ducive to perfect efficiency, espe cially in so vital a matter as life saving, where time, even minutes, might often be of the utmost im- portance.
