In reviewing the engineering activities of Hong Kong, it la necessary to refor to the great shipbuilding establishments which have grown up in the Colony, and which are so vital to its prosper- ity. I was greatly impressed, on coming here, by the extensive docks and shipbuilding at Hong Kong, for while I'was Chief Secre- tary, we hail two launches built for the

F.LL.S. Railways by the Hong Kong & Shampon Deck Company.

The High Commissioner, Sir Hugh Clifford, christened one after my wife, so I felt like meeting an old friend when I visited the dock. I congratulate Mr. Dyer and his Company on the dock development there, and on the successful en- largement which enabled them' to deal

with the new C.P.R. liner, the Empress of Japan.

Mr. Dyer has kindly sent me a photograph, showing the dock when it accommodated the old Empress of Japan, which WAB built in 1891, and the dock as it was enlarged to take the new "Empress" this year.

With the energy and I akill of its present Manager, I have no kesitation in saying that it will net take another forty years to achieve a corresponding advance. Mr. Dyer spoke quite lightly on further extensions, which to $

Officers of our mercantile alr service are now to be distingulehed | by badges analogous to those of the

mercantile marine.

The pilots in command of the air- liners of Imperial Airways, accord- ing to Instructions which have now been issued, are to wear two half- inch gold bands on the sleeves of their blue uniforms.

Second officers of air-liners- pilots who although fully experienc-] ed and having had many hours in charge of smaller craft, are not yet entitled to take sole charge of a large, multi-engined machine--are wear single half-inch gold sleeve-bands.

After having flown for five years In charge of Imperial Airways craft, pilata will be entitled to wear an eight-pointed gold star just above their sleeve-bands.

Pilota who have risen in the Company's service till they are at the head of a group of pilots flying in any of the divisions along main routes, are to be distinguished by wearing three gold sleeve-bands.

Station superintendents of Im- perial Airways of the first-class are to be distinguished by a quarter- inch white cloth sleeve band in be- tween two half-inch gold bands, while second-class station superin- tendents will have one half-inch gold band sewn over and immediate- ly below a quarter-inch white cloth band.
