UNSOUND COMPETITION CHECKS BETTER RATES,

In view of the trand of events on the Continent, it is interesting and important to note that in The Marine Underwriter for January there appears an article on "De- velopments in the German Cargo Market," which opens with a refer- ence to the grave mishaps, such as the failures of the Frankfort Gen- gral and the Assceuranz Union Companies, which, it la admitted, have caused some sensation in for- eign markets. The writer of the article remarks, however, that as a result of these disasters there has been n reflex action which has some favourable features, and he goes on to refer to "a strong move- ment for active co-operation among German underwriters whereby com-

petitive conditions in the local mar- ket have remarkably improved."

Attention is then drawn to the fact that German underwriters have focussed their attention on cargo business, and it is admitted that no really effective pact can be evolved to stamp out malpractices, and that

with the greatest caution. For this reason the campaign for less comprehensive policy conditions has not developed, because were this done in the domestic market not only would the Insuring public in Germany be handicapped in com- parison with other nationals, but also there would be a tendency to aend business abroad where more comprehensive conditions could be obtained, For this reason it has been decided to attack the problem from the other end and to attempt to check unsound competition in the home market, to obtain better rates and to reduce overhead charges.

Alrendy the German market has an agreement with regard to the respect of the lead en open covers, which. does not, however, touch the of com, alition from problem abroad, and it is pointed out that the bull market with its "inter- market" agreements is far better] off in this respect. However, a start has been made with regard to cargo business, and the German and Dutch national associations have come to a pact under which the signatories undertake "nat to wire any 'transferred' cargo riska unleas at the rates and on the conditions Axed in the country of origin of the respective risk., Where there are no official market terms the signa-

tories shall be bound to respect the irates and conditions set up by the

leading underwriter,"

The pact will come into force Im- medately the exact wording he been agreed by the Dutch interests, and it is pointed out that it would be to the benefit of cargo insurance method were to generally if this
