NEW LOAN MOOTED.
At the meeting of the Legislative Council yesterday, the recent in- erense in wine and tobacco, duties were duly sanctioned. The Colonial Secretary explained that the big do- ficit in the 1931 Estimates had made them necessary.
Further, an increase of postal rates was under consideration, "and if the Colony were to eprry, on with its very pressing water scheme, and others of similar vital nature, the money would have to be pro- cured by means of a loan.

London, Yesterday. The Court of Inquiry into the stranding of the liner Highland Hope last November, has found that the stranding and subse- quent loss were due to failure by the master to navigate his ship in a proper seamanlike manner, and has suspended his licence for six months.
