VITAL FACTOR IN EDUCATION.

A certain private school in Britain has lately been closed, because, after twenty years, the authorities have declared it to be both educationally ineficient and unsuitably housed.

The publicity given to this cass in the newspaper has aroused in the minds of parents and guardians the Importance of selecting for young) people a school that shall be beyond reproach, on hygienic as well as educational grounds. Indeed, suit ability of environment is n vital factor, having regard to the in- fluence it is bound to have in char-; acter building.

Lord Eustace Percy, P.C., M.P., speaking on "A -Polley of Higher Education" at the recent meeting of the Britlah' Association for the Advancement of Selence, sald:-

"Education is not schooling. To approach the problem of higher education from the administrative point of view, to start by planning a school system and a school cur- riculum, is to begin at the wrong end. The only assumption that the educational administrator has any right to make is that, up to the age of eighteen, a boy or a girl should never be out of touch with educă- tinal opportunities, and that it is the duty of all public-spirited citi- zons to co-operate in providing such opportunities. What the oportuni- ties should be must dépend, not upon any preconceived assumptions ns to the best and most efficient school system, but on the needs of the individual boy or girl, as ex- pressed in their demand, or the demand of their parents or employ- cra, for a particúlar kind of educa- tion. Our frat business is to dis cover that demand and to make it conscious and articulate. When we have done

that, the educational administrator can come in to satisfy

Board held yes- terday, it was decided to discharge, 600 of the railway staff at the end of the year, but to prevent panle, instructions were given out that the local press were not to publish the information. The general manager, Mr. Rudyi, having been away for nearly a month at Vladi- vostock and Habarovsk, the order could not be put into force until his return.
