Frequent Offence.

For though the umpire in the chair can see the infringement, he would be powerless to inflict the penalty for it if either a base-lino umpire or a foot-fault judge were officiating, since it would be their duty to call all foot-faults, and this particular from of foot- fault is one which they would be unable to detect. If there happened to be

centro- Ine umpire, he would naturally observe the infringement, but, in any case, he is an even rarer bird than a base-line umpire or a foot- fault judge, and, in the presence of either of them would apparently have to remain as dumb as the umpire in the chair. It is rather a pretty problem; It remains to be soon how it will be dealt with by the law givers. That ought to be definitely settled ad mits of no question..
