The Hague, Sept. 29. Balgluin goes in for a policy, the aim of which is the establishment of a permanent and assured peace. With this end in view, Belgium has devoted its indefatigable sym- pathies to all the tendencies-most frequent in latter years-towarda arbitration, conciliation and peace- ful collaboration of nations.
