The young, offender and the cause of hla delinqucocles has always been a puzzle to the minds of those seeking to reform him. Dr. Gillesplo in dealing with parental control mentions the case of two boys. He says:
One of them came to me com- plaining of pains in his head and, back or more precisely his mother complained of the pain in his back, while the boy complained of pain In the head. He seemed to know nothing of the back-pain which his mother solicitously emphasised. He wept readily, and was very unhappy .Lematang
because the other fellows said he .Empress of Russia was "silly" and could not fight. He was in fact more intelligent than the average, being a year ahead of the usual mental capacity of his age. This is the centenary year of thé steel pen, for, according to Henry the Inven- Bore's "Story of
Pen," it of the Steal

And it was at the end of August of that year that James Perry of Red Lion Square, who did more than anybody else to popularise the use of the steel pen, was able to announce: "Till about six months ago the public had heard little of metallic pens, but at present it would seem that comparatively few of any kind are in the hands of any cluss of the community."
What Perry did with success in 1830 a London stationer named Wise had made valiant efforts to do between 1816 and 1820, but most steel pene then were made of crude metal rolled into a eylinder and tapered, the edges forming the slit; and they cost 58.

Soon after he received from Birmingham man named Josiah Mason (afterwards Sir Joalah) a parcel of pens modelled on his own but made in Birmingham cheaper and better than they could be made in London,
Perry, did not hesitate. He caught the coach to Birmingham and got Mason to make his pens henceforth. That was how Birming- ham gained the trade,

The Yorkshire police have been notified by William Ely, a Skipton labourer, of a remarkable find of jewellery, valued from £700 to £1,000.
While engaged at Snaygul on road improvement work with other labourers, Ely was working about two feet below the surface of the road, excavating an old wall, when the polat of his pick struck a cigarette tin. When opened the tin was found to contain 82 rings, 80 of which were set with diamonds, and two were of platinum.
