COUNCIL MEETING.
Hon. Dr. S. W. T'só.
to
Sir, I rise
expreas my with the agreement general speechies made by the senior Un- official: member, the Hon. Sir Shou-son-Chow, and by my Chinese Colleague the flo Dr. Kotewall. The unprecedente all in the ex- change rate of the dollar and the general increase in salaries neces- sitate the increase of taxation in order to meet the commitments of the Government.
While the whole community would loyally support the Govern- ment by paying these increases, yet there is a feeling of uneasiness In the mind of the people in that the extra burden which they are called upon to bear is not for any special work for the advancement of the Colony but merely to coun- terbalance the low value of the dollar and to pay increase emolu- ments. Moreover, drastic cuts have to be made, Into the expendi- ture of essential works of the Colony. How long the present ex- change value of the dollar will re- main, and how much lower it may still further drop, no one can tell. To suffer the Anance of the Colony to fluctuate with the caprice of exchange, I submit, is uneconomi. cal.
the I urge, therefore, that Government will leave no stone unturned to find out the possibility or feasibility of stabilising the currency of the Colony at an early date.
The Poor That Suffer,
It is unfortunate that the assess- ment tax has to be increased in order to raise revenue to meet the Colony's expenditure. It is unfor- tunate because this form of taxa- tion falls heavily проп the

I do not intend to criticise here the educational system of the Colony, but I do, wish to express the gratitude of the poor to the Government for taking an interest in the establishment of trade schools by appointing a Committee to enquire into the feasibility or possibility of establishing such schools where the poor can learn a trade to enable them to make living.
With these few remarks I wish greater than formerly and pointed to join with my honourable un-out that when the three new Ex- official colleagues in pledging to press engines were brought into Your Excellency my loyal support service, a sum of $18,000 would and co-operation. (Applause):

But Hong Kong was less affect-ever, under. present conditions is ed by the war and trade depres- sion was not then so much felt in the Colony as it is to-day, due, no doubt, to the fall of the value of the dollar and the Internecine strife in China.
