CANDIDATES FOR THE COUNCIL,

In international circles, consider able speculation is going on in con- nection with the forthcoming elec tions to the Council of the League of Nations at this year's League Assembly. The Council ́is, in effect, the League's Cabinet. Five Great Powers, including Great Britain, hold permanent seats and there are nine other temporary members. Three of the latter have to surrender their seats every year, and other nations are elected to
members.

Canada, which was chosen the fol- lowing year, is one of the three States whose terms of office are drawing to a close, the others being Finland and Cuba.

As the present case depends on an exhibit produced in the previous case, Mr. F. X. d'Almada, sen., for the defence, claimed autrefois acquit. He said that the com- plainant had elected to prosecute the accused under the Larceny Ordinance on 22 charges and hav- ing done that he was precluded from further proceedings under. the Forgery Ordinance. He then quoted various authorities to sub- stantiate his contention of autre- fois acquit in which it was laid down that a man having been im- perilled on a previous occasion was entitled to plead autrefois acquit.
Before the case was adjourned until Monday, August 25, Mr. Lo, intimated that his answer to Mr. d'Almada's submission was short. The meaning of the Ordinance was very obvious and did not mean anything, like what his friend said it meant.
