French Decoration for

Sea Service.

A new French Order of Merit, ranking second only to the Legion of Honour, has been created, ac- cording to the Paris correspon- dent of the Daily Telegraph. The last formality has just been com- pleted by the President of the Republic, who has signed the de- cree giving force to the Law of February 9, 1930.

The purpose of the new decora- tion, "The Maritime Order of Merit," is to encouragé devoted service in the French merchant marine, to make easy official re- cognition of the importance of mercantile shipping, and to help to develop the naval tradition amongst Frenchmen. Thus, out of every ten awards made; seven are to go to sailers of the French merchant and fishing fleets; two to ordinary citizens who have ren- dered distinguished service in the development of the mercantile marine; and one to a member of the navy.

Normally a recipient must be over 30 years of age, and. must have served in the mercantile marine for at least fifteen years. But the new cross may otherwiss he awarded for heroism at sea or for very exceptional services. The number of awards in each year is limited to ten Comman- ders" Crosses, 100 Officers' Crosses, and 250 Chevaliers' Crosses.
