(3)—That the long salary scale system should be retained, but that, above some middle point in the scale, a number of posts of suitable importance should be designated as higher-grade posts to be filled by selection on the sole basis of merit from among all officers on the scale, whether in the upper or lower half.

(4).-That every encouragement should be given to the fullest interchange in practice between the Secretariat and the rest of the administrative staff in a Dependency.
