WATER POLICE DELAY

SHIPPING.

Strong Protest Entered by Chinese Association.

The frequent arrest of officors employed on Chinese-own ships by the water police department of the Greater Shanghai Bureau of Public Safety for alleged minor offences bas resurfed in-u strong protest being sent to the Mayor of Greater Shanghai and the Commissioner of Public Safety by the Chinese Ship- owners Association.

This says that all officers employ- ed on Chinese-owned vessels are qualified men who possess certifi cates issued by the Ministry of Communications, and are permitted by the Customs authorities to en- gage in their profession. Ол ас count of fog and unfavourable weather, collisions are unavoidable and Chinese-owned vessel are not exempt in this respect. In tha Whangpoo, especially; are accidents Hable to happen. These incidents are not due to officers' negligence.

The foreign authorities, in deal- ing with such matters, take note of the names of the vessels involved and the officers in charge and then release them, but the Chiness au- thorities have deemed it necessary the foreign method, shipping is not to arrest the officers involved. By

interfered with and there is no fear of the officers involved escaping bo- would be cause their certificate cancelled if they did and their em- plorers would be held responsible.

Nevertheless, when Chinese-own- ed vessels have become involved In shipping accidents on the Whang- poo, the water police department of the Greater Shanghai Bureau of Public Safety, without first deter- mining who is to blame, takes the officers Into custody and delays the vessels concerned., The Mayor and Commissioner are requested to take the matter up and to see that the practice is stopped.
