Peking, May 28. The one Chinese newspaper in North China which has been con- sistently independent-the Ta Kung Pao of Tientsin-laments the dif culties of keeping clear of politics in a country facing constant civil wars. The Ta Kung Pao has been accused of favouring both groups in the present warfare.
The new
Northern Government, headed by General Yen Hal-shan, informed the editor that he under- stood the paper was getting a sub- sidy from General Chiang Kai-shek, that it had criticized General Yen editorially, but refrained from criticizing General Chiang.
Naval
The new Vice-Minister of the Navy, Vice-Admiral S. Kobayashi, formerly Chief of Material, is suc ceeding Vice-Admiral K. Yamant shi.
Vice-Admirals Suyetugu and Yamanashi are attached to tha General Staff without specific as-
signment.
It is authoritatively stated that the changes are the result of an between Admirals agreement Takarabe and Kato with Admiral Okada mediating. It le believed that it will lessen the bitterness growing out of the London Pact.

A case of brutal murder was re- │vealed with the discovery of a sack floating down the river, which was picked up at the mouth of Klong Tol yesterday morning.
"Our paper has been denied. cir- culation in the aouth, and now we are threatened with official inter ference in the north," the editor laments in a first-page editorial. "It really pains us to think of the complete loss of liberties which has come in China with the continuance of chaotic political conditions.
"We wish to take this opportunity of reassuring our readers that under no circumstances will we depart from our editorial policy of im- partiality or accept subsidies, from or party. any political faction While we are always willing to abide by the orders, of, the local authorities, we cannot shape policy to suit their ideas."
The editor of the Ta Kung Pao, Mr. Hu Lin, is the most respected writer in North China. His news paper, admittedly the only one in the north not subsidized, has increased enormously in circulation, and has more readers than most of the others combined. It has been a real financial successUnited Press.
