TO FIGHT PIRATES.

Joint Action Planned in Shanghai.

MERCHANTS ALARMED.

Shanghai, June 1. Alarmed over pirate activities in the vicinity of Woosung, which have resulted in losses totalling many thousands of dollars during the past few months, as well as by bandit raids and outrages in the Tahu Lake region, joint action against bandits and pirates is shortly to be taken on a scale not previously attempted, it was an- nounced yesterday. A joint meet- ing of all Chinese authorities con- cerned has been held and opera- tions are to follow immediately.

In connection with the situation in Woosung waters, which are re- ported to be infested by pirates and pirate boats numbering many hundreds, some of them being well-armed and all of them daring. the water police are to co-operate. with the chief of the Woosung marine forces, as well as the com- mander of the Woosung Forts. It is proposed to camouflage a number of fast motor launches, which will be heavily armed and used in overtaking pirate vessels,

asses without reports of help-1 Hess Chinese cargo boats being boarded and plundered, and in many instances the boatmen in- jured or carried off for ransom. The pirates usually force the cap- tured boat into a lonely creek, seize all cash and valuables and coolly unload and carry away al! or part of the cargo.
