A Labour of Love. You have referred specially to the Technical Institute, to which all present have at some time or other belonged. Well, I must admit that the Technical Institute, al- though it lay outside my official duties, is an Institution in which I have taken the greatest interest.

It was handed over to my care 23 years ago as a moribund Infant; it has since grown into a strong and lusty youth, with ever in- creasing strength. (Laughter and applause).
