Nanking, Monday. The Ministry of Finance bas decided to issue bonds for a Short Term Rolled Tobacco Domestic Loan to the amount of 24,000,000, of which the following are some of the conditions:

These bonds are named the 3rd Short-Term Rolled Tobacco Loan. The amount of the issue is 24,000, 000. The interest is 8 per cent. and the bonds are sold at a dis- count of 2 per cent, The principal and interest of the bonds are to be repaid within 36 months. After deducting the amount due to the principal and interest of the 1st and 2nd Short-Term Rolled Tobacco Loans, the surplus of re- venues of the Rolled Tobacco Duty will constitute the security for the present loan.
