POISON GAS FOR CHINA STARTLING SEIZURE AT HAIPHONG Destined For Anti-Kwangsi Campaign

A PROTEST TO THE LEAGUE ?

On March 15 the China Mail published certain particulars of a' report which had reached this newspaper conberning a big shipment of ammunition to what was then described as a "southern, and foreign port."

A very serious allegation made in the report was that such shipment contained 28 cases of explosive (dum-dum) bullets, to- gether with substances for the diffusion of poison gas. The export! of such bullets and substances is directly prohibited by the Conven- tion for the Control of the Trade in Arms and Ammunition signed during the Paris Peace Conference in 1919, their use being prohibit- ed tinder international law.

The French authort-ference, and in the Regulations of

ties have decided to publish the facts, and report the matter, view of its extreme gravity, to the League of Nations,

Further, the poison gas sub- stance and prohibited bullets were in course of shipment to Yunnan Province, via Haiphong, for use in a campaign by Nan- king against the Province of Kwangsi.

Made In China? One other startling probability that remains to be thoroughly in vestigated is that the bullets and gas substances were manufactar- ed in China under the supervis, sion of foreign experts.

The Kwangal Provincial Govern ment, we understand, has already made representations the Governor of Indo-China, and is in addition issuing a manifesto to all China's principal leaders, protest ing against the use of such arms. Due Inquiry

It la not the policy of this paper to give credence to every or any report of this nature that reaches it, and it must therefore be again

emphasised that the facts as set out above are only published after due inquiry and deliberation.
