The fire inquiry held by Mr. R. E. Lindsell yesterday afternoon (re- ported in another part of this issue) had a sequel this moning when Kun Chu-san (3mester of the Hong Sau Ming her shop, of No. 191, Queen's Road East, ground floor, was charged with arson, it being alleged that he had set fire to the premises with intent to de- fraud an Insurance company, at 3.30 a.m., on February 28.

CHURCHILL AND BALDWIN'S FISCAL POLICY

Rugby, Yesterday. Mr. Winston Churchill, who was Chancellor of the Exchequer in the late full support to the declaration made on Conservative Government, has given Tuesday by Mr. Stanley Baldwin, tho Conservative ex-Premier, on fiscal policy. Writing to his constituents Mr. Churchill says: "I have always been opposed to the protective taxation of food for the purpose of uniting the Bri- tish Empire, because it seems, to me that any such polley, if imposed by a single party, would be liable to violent reversals most dangerous to Imperial concord. But the course which Mr. Baldwin has now proposed commands my keonest support.

The policy of the Conservative Party is that if and when we obtain power, we shall call a conference of represen. tatives of all parties of the Empire at which food duties in return for re- turing exports will be discussed in per- ciprocal advantages to our manufac-

fect freedom. If a good plan results from the labours of this conference, it will be submitted by referendum to the direct vote of the whole electorate, who' will then be able to adopt it or reject
