Lord David Cecil, whose recent book on Cowper, entitled "The Stricken Deer," attracted considerable attention, is the younger son of the Marquis of Salisbury. He is a Fellow and Tutor of Wadham College, Oxford.

Lord David here criticised the educational system on the ground that it prefers the cultivation of the "average" instead of the "exceptional," and in view of the conferences now being held his article is of capecial interest. It is to be noted that, whereas the amount of money spent in England and Wales on elementary and higher education was only £31,000,000 in 1913, it was over £77,000,000 last year. The proposal that the school age shall be raised from 11 to 15 next year will necessitate the expenditure of a further £5,500,000.
