A CANAL SYSTEM

His first programme is the con- struction of a Great Northern Port on the Gulf of Pechili linked by a system of railways to the North- western boundaries of China with a simultaneous colorisation of Mon- golia and Sinkiang. Subsidiary to this scheme is the construction of a canal system linking the Port with the waterways of North and Central China and the development

of the iron and coal fields in Shansi including the establishment of Iron and Steel Works.

The first dificulty encountered is. the lack of suitable sites for the Great Northern Port. There are available the estuaries of the Naiho and Chibo rivera, the Ta-Ching-Ho, river and the porta of Chinwangtao and Hulutao.
