will probably be conceded that the Society of Consulting Marina En- gineers and Ship Surveyors, as a body, iseminently qualified to invoatigato and express an authoritative opinion upon this important subject. The members consist largely of men who have themselves qualified as seagoing engineers, and whose present duties in elude, amongst others the engaging, supervising and training of sea-going engineers for the Merchant Navy for both steam and motor vessels.
The society has for some years past given its most serious attention to this matter, and by means of its local organisations in the principal shipping centres of the United Kingdom is in a unique position to collect first-hand information on the subject. The ques tion has been debated and considered and the experience and opinions of the monbers collated from the following centres: London, Humber, Tyne and Tees, Scotland, Liverpool, and the
Bristol Channel.
The present report is, therefore, the result of the deliberations of local com- mittees and sub-committees, also dis cussions at general meetings, all of which have been finally collated by the council of the society.
Mr. Edmund Wilson, of Messrs Wilson and Burletson, consulting en gineers, of Newcastle-on-Tyne, "read on exhaustive paper at that port in July last before a general meeting of the society, and other members after- wards gave their views. Amongst other things, Mr. Wilson stated as fol lows:-
