The more economic handling of traffic would give an impetus produe tion, with benefit to shippers. con- signees, and consumers. Interest on large sums of money would be saved by avoiding the tying-up of funds for Customs duties whilst goods are held in warehouses. The growth of export- ing firms would be encouraged by en. abling them to hold goods for certain periods without payment of duty,

Mr. Mallagh urges that the Irish Free State Government should direct its Tariff Commission to inquire into the feasibility of a free port, and he suggests that the present Commis- sion, constituted by three civil ser- vants of the Free State Government, should be strengthened by the inclu- sion of business and shipping repre- sentatives for the purpose of such an inquiry.

A free port, he urges, may become means of fostering a successful foreign trade, and attention, he con- siders, should be given to this under- lying idea. The problem would be, as regards Dublin for instance, how to alter present conditions as to make the port increasingly attractive to the great interests represented by ship- owners, importers, and producers, the. three interests that influence the de- velopment of every port.

A free port would tend to provide all these conditions. In such a port there would be no red tape regulations that would cause delay to a vessel. Wark on cargo could begin at any time, day or night, after a vessel is berthed. The offact of such quick -handling would be to enable lower freights to be charged to Dublin than to other Irish or in fact British ports, such as Belfast or Liverpool or Glas- gow,

In the case of dutiable goods, the merchant would have full authority over them. He could sample, or blend, ur repack without restriction and at reduced costs, The goods could be warehoused until markets were con- sidered more favourable, and then

pass them through the Customs for home consumption, or re-export them to foreign countries. The free port would provide a distributing centre for Inward consignments and a concentra tion point for outward cargoes.

It is hoped that the long-expected Tribunal will deal with the question of a free port in Southern Ireland,

The tide table given below has been obtained by aid of the Tide-pre- dieting Machine, which includes 40 components for the better prediction analysis of the tidal observations, of tides, from the result of the taken at the Kowloon tidal observa tory under the direction of Dr. Doberek during the years 188, 1888

and 1889.

The times and heights are given for Kowloon; but they may be used for the Victoria Naval Yard and Aberdeen, the differences being very small.
