WORLD EFFECT
Ataman Semenoff, who recently arrived in Mukden, when inter- viewed by Reuter's correspondent, gave some interesting reflections regarding the present struggle in Marichuria.
He had arrived in Mukden for the sole purpose of organising! relief to the victims of the outrages in the Three Rivers region, having by them been elected to represent them. The first relict must be to get all the surviving population removed to a place of safety, and the Chinese authorities have promised their sup port to this scheme.

BORDER JEALOUSY
The presence of this White Rus sian population close to the horder has been constant source of irritation to the Soviet population on the other ride, who could not help comparing the prosperity of the settlers in China with their own misery under Soviet rule. Tho Moscow Government, therefore, ac-
cused the White Russians of having raided Soviet territory, which is believed to have been untrue, but which served as an excuse for the following raids on Chinese terri
tory.
No Submission to Soviet Questioned regarding the pro- hable attitude of the White Russian population in Harbin, etc., in case of a Red occupation of that city, the Ataman replied that it was an unfortunate fact that most of the foreign Powers and individuals sympathized more with Soviet Rus. ain than with China, and that it was quite natural if some White
monopolized by the Soviet Goveru- ment. That would lead Manchuria into the same hopeless economic situation as the rest of Soviet.) Russia, and the foreign Powers would have no opportunity of doing any business there.
Telegraphic communication has been established to 85 versta of Manchull-Reuter.

THE SOVIET IMBROGLIO
Nanking, Yesterday. On November 26 President Chiang Kaishek called together Mr.. Tan Yen-kal, Mr. Sun Fo, Mr. Hu Hon-man, Mr. Koo Yag-fun and Dr. C. T. Wang to discuss methods to deal with the Russian situation.
A Mongol invasion? Regarding the military situation on the frontiers, the Ataman did not seem to believe in an invasion on a large scale from Manchuli or Pogranichnaya. The real danger to It was decided that as the rebel- China lay west of Hallar from lious troops in North Weat China where the Outer Mongolian army, and in Kwangsi were connected with which is under the orders of Mos- Soviet Russia, the first step must cow, can easily invade the whole be to settle the country internally. of Manchuria. Russians agreed with this opinion. Chronicles From Japan
The majority of the White Russian population, however, would never submit to Soviet rule. That most foreigners sympathized with the Soviet Government, he said, was due to the very aggressive attitude of the Nanking Government with regard to the questions of conces- sions, extraterritoriality, etc.
The Ateman deeply regretted this attitude of foreigners, especially as a Soviet victory in China would grently increase the prestige of the Moscow Government which might have fatal results' all over the world. He pointed out that if the Chinese Eastern Pailway and Harbin were occupied by the Sovíst,
