CHINESE TROOPS LOSING HEAVILY IN MANCHURIA

As a result of the grave developments in Manchuria it is reliably reported that preliminary negotiations are going on between lead- ing civil and military authorities in the country, with the object of ending the present internal struggle, and combining forces to resist the Soviet attack.

It is reported that Chang Fa-kuci has received instructions from Wang Ching-wei, ex-Chairman of the Central Executive Council, to j stop advancing against Canton, and' proposing that the differences between him and the Government be settled politically.

Yu Yu-jen, a prominent Kuomintang official, is leaving for Hong Kong shortly to confer with the Left Wing leaders here.

FIGHTING CEASED

Hankow, Saturday. Chiang Kai-shek returned here by train early this morning- It is be- lieved that he may go to Nanking by gunboat to-morrow.

The fighting seems to have ceased- on all fronts, and apparently agreement has been reached with the Kuominchun. It is atuted that the Generalissimo is submitting a number of important proposals to the Govern- ment concerning the "rehabilitation of military and political affairs." .

It is officially reported that the Kuominchun forces on the Lunghai front continue to retire towards Turg- kwan, and the Government troops hav reached Kwangyintang in Hupch.

The situation is still uncertain, but no fighting has occurred, and it is be- lieved that pourparlers are going on. It is indicative of a decided im- provement in the Mituation that five divisions are withdrawing from Horan and are being sent to Kwangtung to Assist in the campaign against the "Tronsides,"-Reuter.

THE C.E.R. DISPUTE

Mukden, Yesterday. The report that Mukden is appoint- Ing Dr. Wellington Koo to negotiate with Moscow upon the C.E.R. dispute is officially denied, but it is belleved probable in the near future.

A WORLD CALAMITY

London, Saturday.

"A Russo-Chinese war would be a world calamity, but I believe that the Parle Pact had a restraining Influence on both of them," declar ed Mr. Kellogg at the Pilgrims Dinner in London.

Reviewing the gratifying pro- gress of international conciliation in the past decade, he said he was convinced that war between Ameri- ca and Britain was impossible, Similarly, America and other great European Powers declared that they were all interested in affairs in the Far East, particularly China. They had watched with gratifica tion her progress towards unity under stability,

Vital Concern To The Whole

London, Nov. 16.

The "Times," in a leading article, says the construction of the Singapore Naval Base is first and foremost an Imperial matter. It is most unsatisfac- tory that no real assurance has been given that the Dominion Governments, ar the represen- tatives of the neighbouring parts of the Empire, have been consulted.

It would be clearly an un- justifled derogation from, ap- proved Imperial policy to aban- don the project.

Calculations of British Naval strength have always assumed that Singapore would be con- verted into a first class Naval Base.

The responsibility for the safety of commerce tra- versing the Straits reste pri- rarily with Great Britain, but. It is a matter of vital concern to the whole Empire.

Accused admitted the charge. Detective-Sergt. Kennedy stated that at about 4 p.m. yesterday Mr. and Mrs. Blair went into the garden to have tea and remained there until about 5.30. When they re turned to the house, they found that their bedroom door, which they had closed but not locked, was boited from the inside.

The matter was investigated and they found that $16 had been stolen from the wardrobe in the room. Å search for the money, was made and it was eventually found hidden in the dust bin,

HORRIBLE TALES

Murder of Chinese: Gn Train

Harbin, Nov. 21. Eye witnesses related to-day the terrible details of the mur- der of passengers on train 94, on the Chinese Eastern Rail- way.

Many women and children were brutally slashed with swords, according to the tales.

The train was attacked by bombing planes on Sunday, fol. lowing which Russian troops boarded her and swung their sabres over the crowded coaches, slaughtering at will.

Telegraph and telephone communication with Manchuli has not been resumed yet. The circuit is operating only as far as Tsagan. The Manchufi radio is silent. On the western line snowstorms and high winda make operation difficult.

The mines are still burning at Chalainor. The Manchali- Chalainor district has been heavily fired upon by Red artil- lery, and was bombarded again to-day by aeroplanes.-Chicago Tribune,

A second Kwangsi 'column is said to be marching in the same direction but a little north of the Weat River, in between the other Kwangel column and the Iron- sides. The Ironsides have yet to reach the North River.

Heartened by the news of re- Inforcements from the. North, the Canton authorities are more op- timistic. Simultaneously, quota- tions of Government banknotes have improved slightly in Hong Kong.

VESSELS WARNED Arrangements have been made at Wuchow, 224 miles up the West River from Hong Kong, for the British community there to be evacuated if necessary. The situation is quiet at present.

The Government authorities at Shiuhing (93 miles below Wu- -chow) · have warned merchant-ves- sels not to proceed above Shlu- hing.
