Banks. about his famous scheme for a Franco-German industrial, military, Hong Kong Bank and political alliance, about which Chartered Bank

He proposed that the German Army should be recruited, equipped, and armed in the same way, as the French, and that its numbers should be in the propor- tion of three to five to those of the French Army, the two armies to be under the control of a Joint General Staff composed of French and German Generals.
